The iPhone works with any GSM sim card, just use a GSM carrier in dubai and it should work just fine.
You should need to check were you buy the iphone, if all works properly and its a trustworthy place.

Purchased one of these last week when travelling through HK … HK$6000 …. working OK with SIM in other Asia country.
BUT … at the moment .. when connect iPhone to MacBookPro then itunes notices it is an unsupported SIM card and will not sync with the phone … which is a hassle
But iPhone still talks to iTunes store directly so can download (both free and pay$) iPhone Apps
